AN ACT STUDYING THE FIREARM TRAINING NEEDS OF THE DEPARTMENT OF EMERGENCY SERVICES AND PUBLIC PROTECTION.
Be it enacted by the Senate and House of Representatives in General Assembly convened:
Section 1. (Effective from passage) (a) The Departments of Administrative Services and Emergency Services and Public Protection shall conduct a study to find a suitable replacement for the firearms training facility located in Simsbury in order to meet the firearm training needs of the Department of Emergency Services and Public Protection. The departments shall consult with the owners of firearms training facilities located in the state, whether owned or operated by the federal or state government or private interests, to determine the feasibility of using a firearms training facility or a combination of firearms training facilities to meet such firearm training needs.
(b) Not later than January 1, 2018, the departments shall submit a report on the results of such study, in accordance with the provisions of section 11-4a of the general statutes, to the joint standing committee of the General Assembly having cognizance of matters relating to public safety and security.
(c) The Department of Administrative Services shall not enter into a contract to purchase or lease real property for the purposes of constructing a firearms training facility until the report required under subsection (b) of this section is submitted.
This act shall take effect as follows and shall amend the following sections: | ||

Statement of Purpose:
To require the Departments of Administrative Services and Emergency Services and Public Protection to study the feasibility of using existing firearms training facilities to meet the firearm training needs of the Department of Emergency Services and Public Protection.
